OFFICIAL STATEMENT FROM THE MALAYSIAN SOCIETY OF CLINICAL PSYCHOLOGY (MSCP)

The Malaysian Society of Clinical Psychology (MSCP) is issuing this statement to reaffirm the rigorous and impartial process governing the review of professional conduct complaints and to clarify the principles under which the complaint is concluded. 


  1. The MSCP Executive Council is committed to upholding the integrity of the ethical review process. The President is strictly bound by rules enshrined in our constitution, specifically under Clause 9A sub-clause 4, which ensures the absolute independence and non-interference of the Executive Council in the proceedings of the Ethics Committee. This separation of powers is fundamental to guaranteeing that all complaints are evaluated objectively, free from external influence. 


  2. MSCP also reminds all members and complainants of their ethical duty to act in good faith under the MSCP Ethical Code 2015, Standard 1.07 – Improper Complaints and to avoid any public statement that could misrepresent, prejudice, or undermine the ethics process, especially where a report has been voluntarily withdrawn


  3. In this regard, MSCP respectfully reminds all involved parties, particularly all complainants, to refrain from making public statements, remarks, or disclosures relating to the ethical process, especially where such statements may misrepresent or undermine the integrity of the ongoing or concluded proceedings. This reminder is especially pertinent in situations where the complainant has voluntarily withdrawn the report, as further public commentary may be deemed inconsistent with good faith and professional decorum.


  4. The MSCP is aware that the dissemination of misleading or untrue postings regarding the outcome of confidential ethics complaints, particularly on public platforms can severely damage the reputation of our profession and potentially create a loss of confidence among both our members and the public. To maintain clarity and regain public confidence, the Society urges all parties to rely solely on official communications and to refrain from sharing information that is untrue or unfounded. 


  5. We believe in continuous improvement and openly welcome constructive engagement. The MSCP invite all members who have ideas or suggestions for enhancing the efficiency, transparency, or fairness of the ethics Committee processes to participate and share their ideas directly with the MSCP Executive Council. By working together and adhering to factual communication, we can effectively avoid confusion and strengthen the public’s trust in the integrity of clinical psychology practice in Malaysia. 


The MSCP remains steadfast in the role to protect the integrity of the profession, promote accountability, and maintain public trust in the ethical practice of clinical psychology.
